AB 1080 (Kehoe)Equal Benefits in State Contracts: Prohibit agencies of the State of California from contracting with businesses that discriminate in employment benefits being offered between employees with spouses and employees with domestic partners.  (Sponsor - CAPE)  
Status:  Passed the Senate, 21-11.  Died in Assembly Judiciary Committee.

 

AB 2216 (Keeley)Inheritance Rights for Domestic Partners: Give a surviving domestic partner the right to inherit a specified share of a partner’s separate property if a partner dies without a will.  (Sponsor - CAPE).
Status:  Passed the California Legislature.  Approved by the Governor (Chapter 447, Statutes of 2002)

 

AB 2651 (Chu) – Nondiscrimination in Foster Care: Establish explicit protections of the rights of youth, including LGBT youth, in foster care.  (Sponsor - CAPE).  
Status: Passed the California Legislature.  Vetoed by Governor Gray Davis, 9/30/02.

 

AB 2777 (Nation) –County Employees’ Death Benefits: Permit the counties of Los Angeles, Marin, and Santa Barbara to offer death benefits and survivors’ allowances to the surviving domestic partners of their county employees.  (Sponsor – Santa Barbara County).
Status: Passed the California Legislature.  Approved by the Governor (Chapter 373, Statutes of 2002)

 

AB 2862 (Migden) – Domestic Partners Clean-up Bill: Make technical and clarifying amendments to conform existing domestic partnership laws to several changes made under last year’s AB 25 before final passage by the California Legislature.  Eliminate collective bargaining requirement in order to make permanent health benefits coverage for state employees’ registered domestic partners.
Status: Passed the California Legislature.  Vetoed by Governor Gray Davis, 9/30/02.

 

SB 1575 (Sher) – Exceptions to Prohibited Transferees of Wills and Trusts: Include registered domestic partners in the exceptions to current law that invalidates a donative transfer to the person who drafted the instrument, or to a person who is related by blood, or marriage, or an employee of the drafter.

(Sponsor – State Bar Estate Planning, Trust, and Probate Law Section).
Status: Passed the California Legislature.  Approved by the Governor (Chapter 412, Statutes of 2002)

 

SB 1661 (Kuehl)Family Temporary Disability Insurance.  Establish, within the state disability insurance program, a family temporary disability insurance program to provide up to 6 weeks of wage replacement benefits to workers who take time off work to care for a seriously ill child, spouse, parent, domestic partner, or to bond with a new child.  (Sponsor – CA Labor Federation, AFL-CIO).
Status: Passed the California Legislature.  Approved by the Governor (Chapter 901, Statutes of 2002)

 

SCA 9 (Speier) – Exclusion of Cohabitants in Property Tax Re-Assessment: Authorize counties to exclude from property tax re-assessment any transfer of ownership in a principal residence located within that county between that residence’s co-owners, if those parties co-owned and continuously lived in the residence for 3 years immediately before the transfer occurs, on or before January 1, 2005, by reason of the transferor’s death.  Status: Died in Assembly Appropriations Committee.
